Not sure what she is driving at. Presumably she means that foreign countries should create conditions conducive to retaining their citizens at home.

African consciousness. What is it, exactly? As far as I can tell, is that African consciousness means that the only leaders should and must be black Africans, regardless of their failures or worse. Take South Africa, for example. The African consciousness here is that it is ONLY the ANC that should be allowed to govern, as they "liberated" the country from apartheid. While they SHOULD be commended for their efforts, one cannot just simply ignore the atrocities they committed in doing so. And furthermore, why MUST they govern? For nearly 3 decades, they have systematically decimated everything that COULD have advanced the South African economy in every conceivable way. Yet somehow, they're given free passes from those who vote with their hearts rather than their minds. Eventually, this will ensure that the ANC will do anything and everything to remain in power. Much like every other African country that refused to see the bigger picture. Like Zimbabwe.
As for the attacks on foreign nationals, the ANC should take the brunt of the blame. THEY opened the borders for every African to come to South Africa. At no point in time did they even consider that it was a potential disaster waiting to happen. Economically speaking, we're simply not equipped to provide for our own citizens, let alone the millions that come from other African countries. While the sentiment MIGHT be noble, the reality is just simply unattainable.

(What is "African consciousness" and how would this help?) African governments routinely fail their people. African governments must produce the goods or step aside, and African governments must apply peer pressure to ensure that the standard of governance in all African countries improves significantly. What are the chances of this happening? Close to zero.
