As usual, the interests of the ANC come first. In this case, intervention would put them on par with the turmoil under the Nats in the 80's, affect their voting base negatively and allow the DA to run the Cape. In fact, they enjoy seeing the coloureds suffer in those townships.

Personally, I'm not too put out by that. I'm not too comfortable with the army being deployed into the civilian space. It creates a precedent and breeds familiarity with the concept - next thing you know the army gets deployed for other reasons. As when you think you're going to lose the election, or something.
I think it is a better option to find ways to force the police to actually do their job. Maybe take Cele to court for gross negligence, or something. Independent private investigation bodies and suchlike could also be an option.
