Looks like wishful thinking from these 'Carbon Tracker Initiative' people, to me. (Or propaganda, more likely).
Plastics is not going to go away anytime soon. Besides, how are they going to manufacture the blades of their Wind Generators, without copious amounts of epoxy-resin?
Maybe the world is a bit oversupplied at the moment, I don't really know. But if it is, it will be soon mended through market pressure, without having too much of an impact on overall production. But the future is very much in plastics, I'm sure.

Adding to your thoughts: At least, to some extent, plastic is a replacement for wood (forests) and metal (mining and furnaces).
