South Africa needs a national database of addresses

Debt collectors and tracing agents and attorneys use directories compiled by private firms. These often  supply telephone numbers as well. How legal they are is another matter as there are issues of privacy. To enforce this "bright idea" we need another set of laws compelling citizens to disclose their addresses.
