The rules governing parole seem to be a jungle of *uncertainty * It defies belief that thousands of prisoners can be granted parole annually according to established rules until, one day, out of the blue, it is discovered that the application of those rules, in the thousands of cases was all wrong. The latest example is Pistorius where the minister discovered that they have been doing it wrong for heaven knows how long. If it were an isolated example, one can excuse the once -off stumble, but how many court battles have we come through?
