That is Europe. I suppose elsewhere there is no limit on tracking. When the FBI comes snooping, you are not protected by anything. Even when the FISA court is used by US law enforcement agencies to access your data, the burden of proof for grabbing all your info is much lower than for a US citizen (and even they have problems)
