Constitutional Court: where are the judgments? I don't think counting judgements is a sound approach to judicial evaluation. The nature of the case, the complexity of the issues, the quality of the judgement, the quality of the judges, etc all play a role. One may also note a recent complaint by the Chief Justice about the avalanche of political cases. Regarding the quality of the judges and the possible role that plays in the production of judgements, one may note the highly politicised nature of the appointment process and the repeated failure to appoint many people of outstanding ability to the courts (the appointment of cadres is likely a factor here as well).
