At least one problem with Hoffman's reliance on death rates and the like is that at least initially these were not known and the regulations can hardly be evaluated on that basis. Maybe Zuma has some ulterior motives, but were they not an afterthought? The government relied on medical expertise, Gates, the WHO && - all of whom are politically very correct. Does our constitution really provide so much more protection than many other western countries? I would argue that the limitations introduced in SA at least broadly echoes a world wide approach. Finally, the distinction between rationality and reasonableness seems to flow into each other. I see it as a lot of semantics difficult to maintain on a practical level and it does not supply a clear answer.
