The government is trying to stem a flood of illegal immigrants through legislation - that is ineffective. They should be stopped at the borders. The joke is that the "problem" was entirely foreseeable - but initially it suited the ANC because they counted on the eventual votes of these people. Now, however, the ANC's own supporters are rebelling against the increased competition for work, grants, housing and other benefits.
